The Lok Sabha on the 14th day of the monsoon session, passed the Taxation and other Laws (Amendment) Bill without a debate due to sloganeering by the Opposition over various issues, including alleged theft of donation at the Ram temple in Ayodhya. After the passage of the bill, through which the government also amended the Payment and Settlement Systems Act, 2007, the House was adjourned for the day.

Through the Bill the government seeks to attract more foreign capital, promote domestic electronics manufacturing and make it easier for foreign cloud companies to use Indian data centres by providing “process certainty”.

Parliament witnessed disruptions on Thursday as the Opposition raised slogans in both Houses. In the Rajya Sabha, a war of words broke out between the government and the Opposition after Parliamentary Affairs Minister Kiren Rijiju cited Rule 235, which prohibits members from interrupting proceedings or repeatedly raising the same arguments. Rijiju alleged that Opposition leader Mallikarjun Kharge was repeating the same points every day. Responding to it, Kharge asserted, “It is my right what to speak, when to speak and how to speak.” Defending the Opposition’s protest, he said, “Disruption is part of democracy.”

Women Quota Bill: The government has made another attempt to pass the women quota Bill providing 33 per cent reservation for women in legislatures from 2029, with the Delimitation Bill that proposes increasing the strength of the Lok Sabha to 816 seats. The government has reached out to the Congress and its NDA allies to build agreement during the ongoing Monsoon session, nearly four months after a similar attempt failed due to insufficient numbers. Parliamentary Affairs Minister Kiren Rijiju on Wednesday night said that there is no proposal for a special session between August 16 and 18.

'Kharge cited no rule... kept raising same issue for seven days': Rijiju

Responding to Leader of the Opposition Mallikarjun Kharge's remarks, Parliamentary Affairs Minister Kiren Rijiju said he had cited specific provisions of the Rajya Sabha Rules to justify his intervention, while accusing the Congress of preventing its new members from participating in debates.

Rijiju said, "I quoted two Rules, but he did not quote any Rule. He is a senior member and the Leader of the Opposition, but he has not cited any Rule. I referred to Rule 240 because, despite being allowed to speak every day, he has been raising the same issue for the past seven days. The Rule clearly states that a member cannot repeatedly raise the same matter after having already spoken on it with the permission of the Chair. This applies equally to members of both the Opposition and the Treasury benches."

Referring to Congress MP Pawan Khera, Rijiju added, "I want to facilitate the new member as the Parliamentary Affairs Minister, but the problem is that he has not even made his maiden speech yet. There have been ample opportunities for new members to speak, and many have done so. However, the Congress party continues to shout slogans, preventing its own new members from learning parliamentary procedures because its leadership is not giving them a chance to speak."

He further said, "I only pointed out that he was neither speaking from his designated seat nor under any Rule. He came into the Well of the House and kept shouting, which is against the Rules. I once again request that the new member be given an opportunity to speak. The Congress party should allow him that chance."

Kharge objected to Rijiju citing House rules, saying he did not need lessons on parliamentary procedure from the minister. "It is my right what to speak, when to speak and how to speak," Kharge asserted.

Defending Congress leader Pawan Khera, whose sloganeering had earlier been criticised by Rijiju, Kharge said Khera was a learned member and should not be lectured. Referring to the Opposition's demand for the presence of the Prime Minister and Home Minister, Kharge said, "We raised questions concerning the country and 140 crore people. We are only asking that the Home Minister and the Prime Minister come here. I request you, Sir, to direct the Home Minister to come and make a statement. We are ready for a discussion."

Kharge also defended the Opposition's protests, recalling former BJP leader Arun Jaitley's remarks on parliamentary disruptions. "In this House, Rajya Sabha, Jaitley ji himself had said that disruption is part and parcel of democracy. Members have the right to raise questions relevant to the proceedings, but here they are trying to avoid them," he said.

Rijiju cites Rajya Sabha rules

Amid continued sloganeering in the Rajya Sabha, Parliamentary Affairs Minister Kiren Rijiju cited the House rules to object to the Opposition's conduct on Thursday. Reading out Rule 235(2), Rijiju said that while the Council is in session, no member should interrupt another through disorderly expressions, noise or any other disruptive manner. He also referred to another provision barring members from indulging in repetitive arguments, alleging that Congress leadxer Mallikarjun Kharge was repeating the same points every day. "Every day Kharge ji reads out the same thing, Kharge ji says the same thing. This Rule applies to our Leader of the Opposition," Rijiju said.
