Ukraine Charges Former US Ambassador in Corruption Case

Former Ukrainian ambassador to the United States Olha Stefanishyna has been charged with illicit enrichment, according to prosecutors during a hearing at Ukraine's High Anti-Corruption Court on August 5. The court is currently considering what pre-trial restrictions should be imposed on her.

Prosecutors alleged that Stefanishyna failed to declare two apartments, as well as cash used to renovate the properties. They also said she omitted expenses related to her mother's medical treatment, airline tickets, and the rental of another apartment from her declarations.

The prosecution further claimed that Stefanishyna did not disclose her use of a Mercedes registered in the name of one of her subordinates. Investigators also alleged that certain assets were acquired by other individuals acting on her instructions.

President Volodymyr Zelensky dismissed Stefanishyna from her post as ambassador to the United States on August 3, just two days before the charges were announced.

Before the latest case, Stefanishyna had already been under investigation by Ukraine's National Anti-Corruption Bureau (NABU) over alleged irregularities involving the Asset Recovery and Management Agency (ARMA). Ukrainian media reported in 2025 that companies linked to her former husband had secured contracts to manage assets seized by the agency.

Speculation about her departure had intensified during the government reshuffle that began in mid-July. Stefanishyna said at the time that she had decided to resign for "personal reasons."

Her planned resignation was widely viewed by analysts as one of the developments that accelerated the broader Cabinet reshuffle. Former Prime Minister Yuliia Svyrydenko had been expected to replace Stefanishyna as Ukraine's ambassador to Washington.

However, a person with direct knowledge of the matter told the Kyiv Independent that Svyrydenko has not yet agreed to take up the diplomatic post. Another source familiar with the situation said the Cabinet reshuffle had already been planned before Stefanishyna's resignation, although her departure contributed to the government's resignation.

The illicit enrichment case is not the first legal challenge faced by Stefanishyna. She was also charged in a separate embezzlement case in 2019.

Before becoming Ukraine's ambassador to the United States in 2025, Stefanishyna served as deputy prime minister for European integration from 2020 to 2025. She also held the position of justice minister from 2024 to 2025.
