Bihar Dog named ‘Dog Babu’ gets official residence certificate, sparks political outrage

Bihar: In a bizarre incident, a dog named ‘Dog Babu’ was issued a valid residence certificate in the Masaurhi zone of Patna district in Bihar.

According to the reports, the certificate, officially generated through the RTPS (Righ to Public Services) portal listed ‘Dog Babu’ as the applicant. Even more strange, the document identified the dog’s father and mother as ‘Kutta Babu’ and ‘Kuttiya Devi’, respectively.

This has raised serious questions about the credibility and misuse of government systems. The situation became even more suspicious when it was found that the certificate was linked to the Aadhar and other documents of a woman from Delhi.

The incident quickly went viral on social media, when Swaraj India leader Yogendra Yadav shared the viral certificate on X (formerly known as Twitter), writing in Hindi which roughly translates to, “See it with your own eyes! On July 24 in Bihar, a dog got a residence certificate issued. This is the same certificate that is being accepted in Bihar under SIR, while Aadhaar and ration cards are being called fake.”

“Check the photo and name yourself: ‘Dog Babu’, father’s name ‘Kutta Babu’, mother’s name ‘Kutiya Babu’, and address – Kaulichak Mohalla, Ward Number 15, Masaurhi Municipal Council. The certificate number is BRCCO/2025/15933581.” He added.

In response, the official handle of the Patna District Magistrate acknowledged the incident and confirmed that the residence certificate has been immediately cancelled.

Additionally, authorities have also registered an FIR against the applicant and ordered a through probe.

While the matter caused political outrage, many people on social media found it hilarious. One person wrote, “Only in India! A residential certificate issued in dog’s name in Patna! Har kutte ka din aata hai!”
