US peace plan for Ukraine raises concerns in Europe over concessions to Russia

New Delhi, Nov 21: A proposed US peace plan for Ukraine has triggered deep concern in Kyiv and Europe, as it seeks major concessions to Moscow , including territorial withdrawal and limits on Ukraine’s military and NATO ambitions. According to the Financial Times, which accessed the full 28-point document, the plan calls for Ukraine to cede areas it currently controls and formally recognise parts of Donetsk as Russian territory, turning them into a demilitarised zone. It also proposes limiting Ukraine’s armed forces to 600,000 personnel and amending the constitution to guarantee that the country will not seek NATO membership.

The Financial Times reports: the proposal “confirms fears in Ukraine and Europe that US President Donald Trump will press Kyiv to accept concessions to end the war without sufficient security guarantees that would deter Moscow from attacking again in future.”

The plan also suggests allowing Russia back into the G8 and creating a US–Russian investment mechanism using frozen Russian assets. FT further notes that only a single line in the document mentions security guarantees for Ukraine — with no detail provided.

Ukrainian officials told FT they are under “intense pressure” from Washington to accept the proposal, which crosses several of Ukraine’s red lines. The document was reportedly shared with President Volodymyr Zelenskyy on Thursday, with US officials expecting him to sign it “before Thanksgiving”.
