Prime Minister Benjamin Netanyahu has accused Hamas of violating the Gaza ceasefire after the group returned human remains that did not belong to missing Israeli hostages.

Israel said the remains were those of Ofir Tzarfati, whose body was already recovered nearly two years ago, calling the handover a "clear violation" of the US-brokered deal.

Netanyahu will meet defense chiefs to decide on next steps, with 13 hostages' bodies still believed to be in Gaza.

In the West Bank, Israel says its troops killed three people it described as militants.
