Partey featured in Ghana's 1-1 draw against Wales in Cardiff as the Black Stars continued their preparations for the tournament in North America.
The experienced midfielder is expected to play a crucial role for Ghana, particularly following the absence of several key players through injury.
However, Arhinful believes the Villarreal midfielder is not yet operating at his usual level.
"We need to bring Thomas Partey up to speed," Arhinful said on Sporty FM.
"He was lucky not to have been sent off against Wales. I can see that he's put on some weight."
The former Ghana international stressed that Partey's quality is unquestionable, but believes the midfielder needs more sharpness before the World Cup begins.
Partey is one of the most experienced players in Ghana's squad and is expected to be central to Carlos Queiroz's plans when the Black Stars face Panama, England and Croatia in Group L.
With the tournament just around the corner, Ghana will be hoping their influential midfielder reaches full fitness in time for the opening match.
