Partey will miss Wednesday's Group L clash after losing his appeal against Canada's decision to deny him entry into the country, forcing Queiroz to prepare without one of Ghana's most experienced midfielders.
Speaking before the court delivered its verdict, the Portuguese coach refused to be drawn into the ongoing legal process, insisting his responsibility was to prepare the team regardless of the outcome.
"We have our plan settled," Queiroz said.
"At this moment, we are counting with all the players that we have in the squad. Tomorrow we will make a decision. We will pick a starting line-up."
Queiroz made it clear he had no intention of discussing matters beyond his control, saying his attention was solely on football.
"I think it is not necessary to make comments. The story is open. The freedom of speech is open."
"So, to add more comments about issues that make no sense is not part of my business. My business is to play with the cards that I have in front of me."
The veteran coach added that his technical team had prepared for every possible scenario and would adapt once a final decision was made.
"We were waiting for a decision. When the decision came, we were ready to make the final approach to the game."
Canada's Federal Court ultimately dismissed Partey's appeal, confirming the midfielder would be unavailable for Ghana's World Cup opener.
The ruling leaves Queiroz with a significant selection decision in midfield as the Black Stars look to begin their Group L campaign on a positive note before facing England and Croatia in their remaining group matches.
