PM Modi's address to nation: A day after the Constitution (131st Amendment) Bill on women's reservation did not pass in the Lok Sabha, Prime Minister Narendra Modi delivered an address to the nation. During his speech, he criticised Congress, DMK, Trinamool Congress, and the Samajwadi Party. Furthermore, expressing regret over the outcome, the PM said it pained him that the Bill could not be passed and alleged that opposition parties celebrated its defeat while blocking what he described as an effort to ensure women’s representation.

The PM alleged that the Opposition prioritised their organisational interests over national and women’s interests. He also accused the Congress of opposing women’s reservation over the years and alleged that efforts to introduce such measures had repeatedly been blocked.

PM Modi's address to nation: Key Highlights

1- PM Modi says 'women will never...'

“Women will never forget the opposition to the Bill by these parties and will teach them a lesson when they see their leaders in their constituencies,” the Prime Minister said.

“The Bill was an attempt to give women their rights before the 2029 polls, an expectation that has been pending for 40 years,” he said.

2- PM calls Congress "anti-reform party"

"By opposing this Bill, Congress has shown itself to be an anti-reform party. This is the same Congress that opposed Pradhan Mantri Jan Dhan Yojana, Aadhaar, and digital payments. It also opposed Goods and Services Tax," the PM said.

"Congress opposed reservation for economically weaker sections, the abrogation of Article 370, and the abolition of Triple Talaq. It continues to oppose the Uniform Civil Code," he continued.

3- PM Modi targets DMK and TMC

"DMK had the opportunity to enable more people from Tamil Nadu to become Members of Parliament and strengthen the state’s voice. It let that opportunity slip," the Prime Minister said.

"TMC too had the chance to empower more people from West Bengal and elevate their representation, but it also failed to seize it,"  he elaborated.

4- Prime Minister says 'they are scared...'

"There is a big reason behind the opposition to Nari Shakti Vandan Adhiniyam - the fear of these dynastic parties. They are scared that if women get empowered, the leadership of these dynastic parties will be threatened. They would never want women outside their families to go ahead..." he stated.

5- PM Modi accuses Congress and allies of lying

PM Modi, during his address, said, "Congress and its allies are continuously lying over delimitation. They want to fan the flames of division under this pretext. Congress has learned the politics of divide and rule from the British as its heritage. Even today, Congress is functioning on the same. Congress has always fanned the sentiments that create fractures within the country."

"So, misinformation was spread that delimitation would cause a loss to a few states. But the Govt has made it clear from the first day itself that neither the proportion of a state's representation will change nor will anyone's representation be lower. Seats of all states will be increased in an equal proportion. Still, Congress, DMK, TMC, SP, and other parties are not ready to accept this," he added.

Furthermore, according to IANS, PM Modi launched a sharp attack on the Congress party and its allies for what he described as committing “foeticide” against the ‘Nari Shakti Vandan’ Amendment.

6- 'Congress lost its base...': PM Modi

"Congress has lost its base in most parts of the country and is surviving by riding on the support of regional parties. Yet, it does not want these regional forces to grow stronger," the Prime Minister said.

"By opposing this amendment, Congress has attempted to push the future of many regional parties into uncertainty through political manoeuvring," he further stated.

Constitution (131st Amendment) Bill, 2026

The Constitution (131st Amendment) Bill, 2026, which sought to provide 33 per cent reservation for women in Parliament, failed to secure the constitutionally required two-thirds majority. It garnered 298 votes in favour and 230 against, falling short of the 352 votes required for passage.
