Roads Policing Unit attached to Naas were on patrol of the N7 near Kill in Kildare when the pulled over a driver. 
The motorist was holding his mobile phone while travelling at high speed during very heavy rainfall.
Gardaí added: "Things then went from bad to worse.
"When asked for a driving licence on the roadside, he gave over a fake full driving licence but a quick look at our Garda Mobility app revealed that they were on learner permit holder and driving while unaccompanied."

In addition, the car hadn't been taxed for three years.
The driver then failed a roadside drug test and was arrested for drug driving.
The vehicle was also seized at the scene.
