NIA chargesheets 7 foreigners in Myanmar drone case, no India terror link so far

The NIA has chargesheeted six Ukrainians and one American for illegally entering Myanmar from India and training Myanmar-based rebel groups in drone warfare. Investigators say no conclusive evidence of anti-India activities has been found yet, though the UAPA probe is continuing.

The National Investigation Agency (NIA) has filed a chargesheet against seven foreign nationals – six Ukrainians and one American – in connection with their illegal entry into Myanmar from India, and drone warfare training provided to Myanmar-based ethnic armed groups.

According to the NIA probe, the accused came to India in December 2025 before illegally crossing the border to reach Victoria Camp in Myanmar. They allegedly trained members of groups including the Chin National Front (CNF) and Kachin Independence Army (KIA) in drone warfare, operations, assembly and jamming technology.

The investigation has so far found no conclusive evidence that the accused were involved in activities directed against India or had trained Indian insurgent groups, sources said. However, the NIA has not ruled out an India link and is examining electronic data and pursuing further investigation abroad.

The chargesheet was filed on September 8 under the Immigration and Foreigners Act, 2025, as the statutory deadline was expiring, NIA sources said. The investigation into suspected offences under the Unlawful Activities (Prevention) Act (UAPA), however, is continuing.

Evidence also indicates the accused's participation in joint combat operations in Myanmar, sources said. The accused allegedly received logistical support from CNF members, while their mission was allegedly financed through funds arranged by a commander of a Myanmar-based rebel group.

Drones and related equipment detained by customs authorities in Delhi, along with electronic devices and other incriminating material, have been seized by the NIA.

The UAPA probe is continuing to ascertain whether the accused had links with Indian insurgent groups or engaged in activities prejudicial to India's security.
