Amid Cairo talks, Hamas urges Palestinian consensus on technocratic governance committee

CAIRO – 24 October 2025: Senior Hamas official Husam Badran stressed the importance of reaching a Palestinian national consensus to form a technocratic committee to manage Palestinian affairs, in remarks to Al Qahera News TV channel on Thursday.

Badran’s comments came as Palestinian factions held meetings in Cairo to follow up on the implementation of the Sharm El-Sheikh peace agreement and to coordinate next steps in the peace process.

“No Palestinian faction alone can meet the needs of Palestinians alone,” Badran stressed.

Hamas affirmed its serious commitment to the Gaza ceasefire agreement, highlighting a broad consensus among Palestinian factions on a shared vision to implement the deal.

“We are moving forward with honesty and seriousness, and we will fulfill everything we have committed to,” he affirmed.

Badran also expressed appreciation for Egypt’s efforts and the role of mediators in halting the war in Gaza, underlining the priority of ensuring humanitarian assistance delivery and reconstruction.

The ceasefire in Gaza took effect on October 10 after two years of war as part of the first phase of a broader peace plan proposed by US President Donald Trump.

In mid-October, leaders of Egypt, the US, Turkey and Qatar signed a historic document in Sharm El-Sheikh to end the war in Gaza.

Under Trump’s peace plan, Gaza is to be administered temporarily by a “technocratic, apolitical Palestinian committee” responsible for managing public services and municipal affairs.

This committee will operate under the supervision of a so-called “Board of Peace,” chaired by Trump, with other members and heads of state to be announced.

Former UK Prime Minister Tony Blair, remembered for his role in the 2003 Iraq invasion alongside the United States, is expected to join the board.

Eventually, the Palestinian Authority is slated to resume control of Gaza under the plan, following the completion of its ongoing reform program.

Responding to Trump’s proposal, Hamas approved to hand over Gaza administration to a Palestinian body of independent technocrats “based on national Palestinian consensus and backed by Arab and Islamic backing.”

Their statement did not mention the planned global body.

Egypt, in cooperation with Jordan, has been training thousands of Palestinian police personnel in Egyptian camps in preparation for their deployment in Gaza.
