Delhi News Live Updates, March 3, 2025: Delhi Chief Minister Rekha Gupta, along with other ministers, Monday launched a WhatsApp number and an email ID seeking suggestions from the public as the Bharatiya Janata Party (BJP) gears up to present the ‘Viksit Delhi’ Budget 2025-26. The Budget, likely to be presented between March 24 and 26, will be focused on fulfilling the promises the party made in its election manifesto, including providing financial assistance as well as cheaper and healthy food to women; planning solutions for air pollution; providing free education, health, and pension to senior citizens; and expansion of health infrastructure.

Delhi Assembly Session: The House will resume the session today. Recap: Delhi Chief Minister Rekha Gupta tabled the CAG report in the Delhi Assembly last week. According to the report, the Delhi government incurred a loss of Rs 2,002 crore because of issues in formulating and implementing the excise policy in 2021-22. Further, the report on health services had disclosed the shortage of drugs in government hospitals, vacant posts of specialists and medical officers, project delays and unutilised funds, among other issues in public health services under the previous administration.

Weather update: Delhiites will witness clear skies on Monday, with the maximum and minimum temperatures being 29 and 10 degrees Celsius, respectively, the India Meteorological Department (IMD) stated.

Delhi HC says ban on smartphones in schools impractical, suggests guidelines: ‘teach students responsible behaviour’

The Delhi High Court Friday observed that a “complete ban on use of smartphones by students attending school is both an undesirable and unworkable approach” even as the Department of Education (DoE) has banned the use of mobile phones on school premises.

Issuing guiding principles on the use of mobile phones in schools by students, Justice Anup Jairam Bhambhani stated, “Without detracting from the deleterious and harmful effects that arise from the indiscriminate use and misuse of smartphones in school, this court is of the view that smartphones also serve several salutary purposes, including as devices that help with coordination between parents and the children, which adds to the safety and security of students…” Read More

BJP to present ‘Viksit Dilli’ budget; launches WhatsApp number, email ID seeking public suggestions

Announcing that the BJP government will present a ‘Viksit Dilli’ budget for 2025-26, Chief Minister Rekha Gupta and six ministers launched a WhatsApp number and email ID on Monday seeking suggestions from the public.

Addressing a press conference, Gupta said, “The people of Delhi gave the BJP an opportunity with a majority of seats. Under the leadership of Modi-ji, all the promises made to the people will be fulfilled.”

The budget session will take place from March 24 to 26, she said, adding that “public welfare and development will be our top priority.” Read More

Brij Bhushan sexual harassment case: Delhi court records witness statement

A Delhi court on Monday recorded the statement of the kin of one of the women wrestlers who accused ex-WFI chief Brij Bhushan Singh of sexual harassment.

Additional chief metropolitan magistrate Vaibhav Chaurasiya recorded the statement of the witness, the wrestler's husband, during the in-chamber proceeding.

The examination of the witness remained inconclusive and the court posted the hearing on March 25.

On May 21, 2024, the court framed charges of sexual harassment and using force to outrage women's modesty against Singh in the case.

Singh has pleaded not guilty before and claimed trial.

The judge had also framed the charge of criminal intimidation against Singh in the case.

The court further framed criminal intimidation charge against co-accused and former WFI assistant secretary Vinod Tomar in the case. (PTI)

AAP MLA shares photo of House proceedings on social media; Speaker asks him to apologise, delete post

Delhi Assembly Speaker Vijender Gupta on Monday warned AAP MLA Jarnail Singh of breach of privilege action for posting a picture of the ongoing House session on X and asked him to remove the image.

Singh, the MLA from Tilak Nagar constituency, later expressed regret for his action. However, the photo posted by him on the microblogging site was not immediately deleted.

The issue was raised in the House by BJP members who demanded action by the Speaker against Singh. "It is being seen for the first time in Delhi Assembly that House discussion was going on without the (presence of) ministers. Who will give a reply on behalf of the government," Singh said in his post while sharing a photo of the House sitting.

He defended his action, saying when videos of the Assembly session can be posted on social media, why can't he share a photo of the House proceedings. The Speaker, citing rules, said that the live broadcast of proceedings was done with his permission, while Singh posted pictures without his nod or bringing the matter to his attention.

He asked Singh if he would apologise for his action, following which the AAP MLA expressed regret. (PTI)

Delhi News Live Updates: BJP, AAP clash over CAG reports in Delhi Assembly

The ruling BJP and opposition AAP legislators exchanged heated words in the Delhi Assembly during a discussion on the CAG report on public health infra on Monday.

As the tensions flared, Speaker Vijender Gupta directed marshals to take out AAP MLA Anil Jha for using "unparliamentary" language.

Jha made comments while BJP MLA Ashok Goel was slamming the previous AAP government over the condition of health services under AAP rule.

BJP MLA Karnail Singh accused Jha of hurting Hindu sentiments by comparing the discussion in the House by saying "Ramleela is going on".

Speaker Vijender Gupta asked Jha to apologise to the House. As the din continued in the House with members on both sides speaking simultaneously, Gupta asked the marshals to take out Jha. (PTI)

Delhi Assembly Session: AAP leaders protest inside House over BJP's Rs 2,500 financial aid scheme for women

Aam Aadmi Party (AAP) leaders Monday protested inside the Delhi Assembly over Bharatiya Janata Party's (BJP) Rs 2,500 financial assistance scheme for women.

Deputy Speaker Mohan Bisht requested the Speaker Vijender Gupta to remove AAP MLAs for disrupting the House. He addressed all AAP MLAs, and said: "Be happy that I am not sitting on the speaker seat, otherwise I would have thrown you out of the House and will show how the session is conducted. This is not some fish market where you are showing placards and doing all this drama and disrupting the session."

Delhi HC says ban on smartphones in schools impractical, suggests guidelines: ‘teach students responsible behaviour’

The Delhi High Court Friday observed that a “complete ban on use of smartphones by students attending school is both an undesirable and unworkable approach” even as the Department of Education (DoE) has banned the use of mobile phones on school premises.

In its guidelines, the court has clearly outlined that “as a matter of policy students should not be barred from carrying smartphones to school” but its use “must be regulated and monitored.”

To this effect, the court has recorded that “where it is possible to make arrangements for safekeeping of smartphones, students should be required to deposit their smartphones when they enter school and take them back when returning home.”

Meanwhile, BJP is mulling to launch financial aid scheme for women in Delhi on March 8

The new BJP government in Delhi is likely to launch the Mahila Samriddhi Yojana, under which women from poor families will get monthly financial assistance of Rs 2,500, on International Women’s Day on March 8, sources told The Indian Express.

According to sources, high-level meetings of the departments concerned are ongoing to finalise the details of the scheme.

A Cabinet meeting is also likely to take place this week, where the scheme will be taken up and passed.

Sources said the “Chief Secretary held a meeting with the WCD department secretary on Saturday at the Delhi Secretariat to discuss the modalities” and that a “draft proposal” is likely to finalised in the next few days.
