Adu-Boahene case: How can EOCO investigate National Security? Kwesi Botchway Jnr quizzes
by Miss Naa · MyNewsGh.comGhanaian lawyer affiliated with the opposition New Patriotic Party (NPP), Kwesi Botchway Jnr, has questioned the decision to have the Economic and Organised Crime Office (EOCO) investigate National Security in the Republic v. Kwabena Adu-Boahene and Others case.
The trial centres on an alleged GHC49.1 million misappropriation involving former National Signals Bureau Director-General Kwabena Adu-Boahene and the other accused persons, who face 11 criminal charges and have pleaded not guilty.
Mr Botchway said several officials who had direct responsibility for National Security and its finances were available but were not interviewed during the investigation.
He specifically mentioned past and current National Security Coordinators, a former National Security Minister, the current minister with oversight of the sector and financial officers within the National Security structure.
“The investigator Frank Marshall clearly testified that throughout his investigation he never interviewed the National Security Coordinator, both present and past,” he said on Good Evening Ghana hosted by Paul Adom-Otchere.
Mr Botchway also pointed to the head of finance at the National Security Coordinator’s office, whom he said was a co-signatory to the account from which the GHC49.1 million was moved.
He said that official was still available but was not interviewed.
Mr Botchway questioned how investigators could conclude that funds had been stolen from National Security without first speaking to officials responsible for the institution and its finances.
He also described the investigation as an unusual situation in Ghana’s national security structure.
“For the first time in the history of this country, you have EOCO investigating National Security and everybody is quiet,” he said.
He argued that the arrangement risked undermining the authority and architecture of national security.
