Canada's Immigration, Refugees and Citizenship Canada (IRCC) has published a clear breakdown of the reasons an officer may refuse a work permit application submitted from outside the country, offering critical guidance for prospective workers hoping to secure legal entry.
According to the government, applicants who do not satisfy the eligibility requirements specific to the type of work permit they applied for face immediate grounds for refusal.
Officers also look closely at an applicant's ties to their home country, and where those ties appear weak, they may conclude the person is unlikely to return home once their authorised stay ends.
Nine reasons Canada may refuse work permit
Beyond eligibility and home-country ties, the government lists seven additional reasons an application may not succeed.
These include:
- The applicant or their family members being inadmissible to Canada
- Submitting an incomplete application
- Failing to show sufficient funds to support oneself and any accompanying family
- A job offer that the reviewing officer does not consider genuine
- Inadequate proof of the skills or qualifications required for the advertised role
- Applying under a work permit stream that is no longer available or a temporary public policy that has since been revoked
- Providing untruthful answers to any statutory questions in the application
What happens after Canada work permit refusal
When an application is refused, the applicant receives a decision letter explaining the outcome. Canada's immigration authority notes that most refused applicants are permitted to submit a fresh application, unless the decision letter explicitly states otherwise.
However, the government cautions that reapplying only makes sense if the applicant is able to include new information or documentation that was missing from the original submission. Simply resubmitting the same application without addressing the identified shortcomings is unlikely to produce a different result.
For those whose applications are approved, the process does not end with the online decision. Successful applicants receive a port of entry letter of introduction, which confirms they have been cleared to work in Canada. This letter is not the work permit itself. Applicants must bring it when travelling to Canada and present it at the port of entry, where the actual work permit is issued on the day of arrival.
