MAHASAGAR Vision: PM Modi’s strategic push for maritime security, regional growth, both countries sign 8 MoUs

New Delhi, Mar 12: Prime Minister Narendra Modi’s recent visit to Mauritius marked a significant step in strengthening regional ties, particularly in the maritime sector and broader South Asian cooperation. Highlighting Mauritius’ role in India’s regional outreach, PM Modi unveiled a new strategic framework for the Global South called MAHASAGAR — Mutual and Holistic Advancement for Security and Growth Across Regions.

“For the Global South, our vision will be MAHASAGAR,” Mr Modi declared. “Under this initiative, trade for development, capacity building for sustainable growth, and mutual security for a shared future will be key priorities.” The announcement builds upon the foundation laid ten years ago in Mauritius with the introduction of Vision SAGAR — ‘Security and Growth for All in the Region.’

During the visit, Mr Modi and Mauritius Prime Minister Pravind Jugnauth signed eight Memorandums of Understanding (MoUs) to enhance cooperation in banking, trade, security, and governance. The two leaders also agreed to elevate their relationship to an “Enhanced Strategic Partnership.” India pledged to assist in constructing a new Parliament building in Mauritius, described by Mr Modi as a “gift from the Mother of Democracy.”

Maritime security emerged as a cornerstone of the partnership, with both sides agreeing to expand collaborative efforts. The development of a new runway and jetty at Agalega, facilitated by Indian assistance, was highlighted as a critical step in enhancing humanitarian response operations and strengthening coastal security. India reaffirmed its role as a “First Responder” in the region, as seen in its swift support following Cyclone Chido.

A National Maritime Information Sharing Centre will be established in Mauritius to improve maritime domain awareness, and India will extend training support for the Mauritius Police Force as part of broader regional stability initiatives.

Infrastructure cooperation also featured prominently, with commitments to develop 100 km of new water pipelines, upgrade the Ganga Talao Spiritual Sanctuary, and deliver 100 electric buses to advance sustainable mobility in Mauritius. India will also support Mauritius in digitising its healthcare system and enhancing its digital ecosystem through ICT training and cybersecurity cooperation.

Space technology collaboration was emphasized, with Mauritius welcoming India’s assistance in developing a satellite to improve its weather monitoring capabilities and disaster preparedness.

The visit concluded with both leaders reinforcing Mauritius’ pivotal role in India’s Vision SAGAR and MAHASAGAR initiatives, ensuring stability and prosperity across the Indian Ocean Region. PM Modi’s visit not only strengthened diplomatic ties but also signalled India’s commitment to driving regional growth through enhanced maritime security, digital connectivity, and sustainable development.
