• The United States on October 17 imposed sanctions on two Chinese companies and an affiliated Russian company involved in making and shipping drones that Russia has used in its full-scale war in Ukraine.
• Ukrainian President Volodymyr Zelenskiy is expected to outline to EU and NATO leaders on October 17 the details of his "victory plan" -- a set of measures that he says would turn the tide of the war in Kyiv's favor -- as he seeks to convince Kyiv's Western allies to invite Ukraine to join the alliance and secure more military aid ahead of a difficult winter on the battlefield and in its battered cities.
• Russia attacked Ukraine with 56 drones and one cruise missile early on October 17, the Ukrainian Air Force reported.
• U.S. President Joe Biden announced a $425 million security-assistance package for Ukraine as he updated Zelenskiy on his efforts to "surge" security assistance to Ukraine over the remainder of his term in office.
• Several state institutions in Ukraine on October 14 were evacuated after hundreds of schools, businesses, embassies, and media outlets received e-mails threatening a terrorist attack that appeared to be linked to an RFE/RL investigation into Russian security services' activities in Ukraine.

Ukrainians Split On Zelenskiy's Peace Plan Potential

Residents of two Ukrainian cities -- Mykolayiv and Odesa -- shared their thoughts about President Volodymyr Zelenskiy's plan intended to make Russia stop its war against Ukraine. The president presented it to parliament on October 16. While some welcomed "any plan" that could end the war, others were less impressed with proposed steps that are supposed to make it happen.

Will Ukraine Embrace Russian Refugees? Border Residents Are Not Excited

Skepticism prevailed in the Ukrainian border city of Sumy when locals were asked about government plans to accept refugees from Russia's Kursk region. Officials have said that civilians displaced by Ukraine's ongoing military incursion in Russia could be relocated and offered humanitarian aid. But one man speaking to RFE/RL on August 16 said: "Let their country protect them. We've got enough of our own suffering." Video report by RFE/RL's Ukrainian Service.

Why Is Ukraine Attacking Russia's Oil Refineries?

Russia said it would protect oil refineries better after several were struck by Ukrainian drones. Ukraine continues to hit the facilities, despite U.S. warnings against such attacks, as it launches larger and larger drone swarms.
