Against the backdrop of conflicts across globe, the BRICS Summit on Saturday, Sept 12, saw members unanimously adopt New Delhi Declaration.

Conflicts in the Middle East and Ukraine, along with global trade turbulence and energy security, are expected to dominate the two-day meeting of the 11-nation bloc.

Xi’s visit to India is his first in seven years and comes after a thaw in ties between New Delhi and Beijing following the tensions that escalated after the Galwan standoff.

The bilateral talks came shortly after Modi announced that BRICS had adopted the New Delhi Declaration 2026 with full consensus among all 11 member states — a notable diplomatic achievement given sharply differing positions among countries like Iran, Saudi Arabia and the UAE over the conflict in West Asia. Coming as BRICS marked its 20th anniversary, the declaration's adoption followed by the high-profile Modi-Xi meeting is being read in New Delhi as evidence that India's chairship succeeded in holding together an increasingly complex grouping.

Some of the day’s most telling moments brought Vladimir Putin and Xi Jinping together with PM Narendra Modi.

The bloc called for deeper cooperation among BRICS countries on counter-terrorism.

The declaration also condemned the April 22, 2025, Pahalgam terrorist attack in Jammu and Kashmir, in which 26 people were killed and several others injured, according to the declaration’s text.

The moment came when Putin was meeting Prime Minister Narendra Modi. While speaking to Modi, the Russian President noticed Doval standing behind him. Putin smiled and raised his hand in a brief gesture of greeting towards the NSA, while Doval also smiled.

Addressing the 18th BRICS Summit in New Delhi on Saturday, Xi said China would work with other members of the bloc towards promoting peace in the region. State-run CCTV, quoted by Reuters, reported that Xi urged BRICS to act as a peacemaker in the Middle East conflict.

The photograph also comes as New Delhi seeks to deepen its ties with Russia and China while continuing its partnerships with the United States and other Western countries.

The backdrop to the meetings is revealing, earlier this year, BRICS foreign ministers failed to issue a joint statement after Iran and UAE could not overcome their differences. 

The declaration also welcomed the ongoing work of the BRICS Counter-Terrorism Working Group and its five subgroups, called for swift finalisation of the long-pending UN Comprehensive Convention on International Terrorism, and stressed the importance of countering extremism and radicalisation among young people. Leaders reiterated that terrorism should never be linked to any particular religion, nationality, civilisation or ethnic group.
