US Homeland Security Secretary Kristi Noem said that an illegal immigrant, who she described as a "cannibal", began eating himself up during a deportation flight. She cited the example to justify that American federal agents were targeting the "worst of the worst" illegal immigrants in the US, not hard-working community members.
