"Delhi government is considering an overhaul of the Pollution Under Control (PUC) certificate issuing system, as the existing centres are old with many shortcomings. A third-party monitoring system will be brought in," Sirsa said

In its submission to Supreme Court, the CAQM said it had analysed the emissions generated by these older vehicles and found them significantly higher than those compliant with the current BS-VI norms.

Under the new measures, vehicles without a valid PUC certificate will be denied fuel at petrol pumps across the city. At the same time, trucks carrying construction material remain prohibited from entering Delhi, and construction activity continues to be banned under GRAP norms, with strict action promised against violators.

Petrol pumps across Delhi have stopped dispensing fuel to vehicles that do not possess valid Pollution Under Control (PUC) certificates. The rule is being implemented using automatic number plate recognition (ANPR) cameras, voice alert systems at petrol pumps, and support from Delhi Police personnel.

On Wednesday, Environment Minister Manjinder Singh Sirsa issued firm directives to agencies, petrol pump operators and the police to ensure compliance from day one.
