Manchester City are now advancing towards a concrete offer for Palmeiras teenager Eduardo Conceição, with fresh details from Brazil suggesting talks have moved beyond early interest and into structured negotiations.

The 16-year-old has been at the centre of growing Premier League attention for months. Newcastle have already submitted a bid, Arsenal were among the first to make contact, and Chelsea have remained consistently attentive.

However, the situation is now shifting, with Manchester City taking a leading role.

Agent confirmation points to imminent Manchester City move

The most significant development comes from direct contact with the player’s camp.

According to Brazilian journalist Jorge Nicola, Eduardo Conceição’s representative, Adriano Ribeiro, has confirmed that discussions with Manchester City are progressing, with the expectation that a formal offer will soon be submitted to Palmeiras.

That detail marks a clear step forward. As reinforced by local outlet Globo Esporte, City are actively working towards a deal this summer.

The structure of that potential offer is also becoming clearer. Eduardo’s camp are working with the idea of a proposal worth around £34m (€40m) in fixed terms, with additional bonuses on top.

At the same time, reporting from Globo Esporte indicates there is still no formal offer on the table, reinforcing that discussions remain at an advanced but not yet official stage.

Gap emerges between City and Palmeiras valuation

Palmeiras, however, have already set their stance. The Brazilian side are only willing to consider a deal starting from around £43m (€50m) in fixed fees.

Globo Esporte add a slightly different internal expectation, suggesting a deal could be structured closer to €50m (£43m) including bonuses, rather than purely as a fixed fee.

Either way, that creates a clear negotiation gap. It also explains why previous approaches have not advanced. The club have already rejected a proposal worth £21.5m (€25m) plus £12.9m (€15m) in bonuses, a package that could have reached €40m overall.

Internally, Palmeiras do not expect Eduardo to leave for anything close to his £86m (€100m) release clause. Even so, they remain confident the final price will climb significantly beyond the figures currently being discussed.

CFG strategy and growing competition

City’s push also fits into a broader strategy. Interest is not limited to the first team, but extends across the City Football Group, which has tracked Eduardo Conceição’s development for years.

The club’s confidence may also come from their relationship with Palmeiras. Deals involving Gabriel Jesus and Vitor Reis have helped establish a strong connection, and there is a belief that this could again play in City’s favour.

Despite that, the race remains open. Arsenal, Chelsea, Liverpool and Newcastle have all shown varying levels of interest. Outside England, Paris Saint-Germain and Barcelona remain involved.

Performances now backing the hype

Eduardo Conceição’s recent displays have only added to the momentum. At the South American Under-17 Championship, he has recorded two goals and two assists in four matches, while wearing Brazil’s number 10 shirt.

At club level, he has also impressed against older opposition. The teenager has five goals and three assists in 13 matches for Palmeiras’ under-20 side this season.

Physically, he stands at 1.79m and offers versatility across the front line. He can play on either wing or as a second striker, combining pace, close control and strong one-on-one ability.

Internally, Palmeiras continue to view him as a player capable of following the same path as Endrick and Estevão.

Of course Palmeiras are in no rush to sell. Eduardo only signed his first professional contract in January, which runs until 2029, and the club hold the majority of his economic rights (80% or 90%, depending on the source).

There is also no immediate urgency because of FIFA regulations. Eduardo cannot move to Europe until he turns 18 in December 2027, which allows Palmeiras to continue developing him while the market builds.

The club’s strategy is clear. They want to replicate the pathway used for Endrick and Estevão: early agreement, controlled development, and a high-value exit.

For now, all signs point towards Manchester City making the next move. The groundwork has been laid, the numbers are defined, and communication with the player’s camp is active.
